HOUSING ASSITANCE PAYMENTS

Payment Standard
Payment standards are used to calculate the rent portion that SAHA will pay or the Housing Assistance Payment (HAP). The payment standard reflects the maximum HAP that SAHA can pay based on the Fair Market Rents (FMR), which are established by HUD annually. 
SAHA establishes the payment standard amounts by bedroom size.  See NBHA 2019 Voucher Payment Standard Schedule below.

Total Tenant Payment (TTP)
The TTP is the rent portion that the family pays and is determined by the family’s annual income. The annual income is all anticipated income for every member of the household. Although not all income is included in determining TTP, the participant is responsible for reporting all income.

TTP will be determined by the family’s annual income and adjusted income with expense and allowance deductions. For more information on deductions and calculation of TTP using adjusted income (please see below).  Income counted:  

• Employment
• Regular Contributions
• Unemployment Benefits
• Child Support
• Social Security/SSI
• TANF
• Retirement Benefits
• Alimony
   

Income excluded:

• Live-in aides
• Foster children
• Food stamps
• Employment income of children under the age of 18
• Employment income above $480 of full-time students 18 years or older

The adjusted income deducts the following amounts from the annual income:

• $480 for each child under 18 years or for each disabled adult, excluding foster children, foster adults, and live-in aides
• $400 for any elderly or disabled family (An elderly family is a family whose head, spouse, cohead or sole member is 62 years of age or older; A disabled family is a family whose head, spouse, cohead or sole member is a person with disabilities) 
• Unreimbursed medical expenses of any elderly family or disabled family 
• Unreimbursed attendant care and auxiliary apparatus expenses that allows a person with disabilities to be employed
• Any reasonable child care expenses necessary to allow a member of the family to be employed

The annual income and adjusted income are then divided by 12 to create the monthly (adjusted) income.
NBHA uses the lesser of 30% of the family’s monthly adjusted income or 10% of the family’s monthly gross income (annual income without deductions) to set the Total Tenant Payment (TTP).
