The City of New Braunfels Housing Authority is a non-profit public agency dedicated to providing safe, decent, and affordable housing to low- and moderate-income families in our community.
Our Mission
The City of New Braunfels Housing Authority (NBHA) was established in 1978 to address the affordable housing needs of low- and moderate-income residents in New Braunfels, Texas. As a public housing authority, we are funded by the U.S. Department of Housing and Urban Development (HUD) and governed by a Board of Commissioners appointed by the Mayor.
Our mission is to provide quality, affordable housing and supportive services that empower residents to achieve self-sufficiency and improve their quality of life. We administer the Section 8 Housing Choice Voucher Program, manage public housing communities, and connect residents with resources to help them thrive.
NBHA is committed to transparency, accountability, and community partnership. We work closely with local organizations, landlords, and government agencies to expand housing opportunities and address the evolving needs of our community.

Board of Commissioners
The City of New Braunfels Housing Authority is governed by a five-member Board of Commissioners appointed by the Mayor of the City of New Braunfels. Commissioners are appointed for two-year terms. Contact the Board at [email protected].
The Board typically meets quarterly. Annual meetings are held once a year in January on the 4th Thursday of the month at 5:15 p.m. Regular meetings are held quarterly in April, July, and October on the 3rd Thursday of the month at 5:15 p.m.
Sharon Navarre Samples
Chairperson & Resident Commissioner
Reappointed to the Board in June 2025. A twin, born in Jennings, Louisiana, Ms. Samples spent many years in Texas — Beaumont and Houston — and attended college in Waxahachie. She has made many wonderful friends in New Braunfels and is a resident of Laurel Plaza.
Randal Clasen
Commissioner
Randal Clasen is a retired Texas educator with 35 years of experience in education, including 20 years in school administration. A longtime New Braunfels resident, he continues to serve his community through volunteer work with the New Braunfels Citizens Police Academy Alumni Association, the Comal County Citizens Sheriff's Academy Alumni Association, and Texas EquuSearch. His background in education and administration has given him extensive experience in leadership, problem-solving, organization, and working with people from diverse backgrounds. Randal believes in the importance of strong community support and meaningful public service, and looks forward to contributing to the continued well-being of New Braunfels and its residents. Appointed July 13, 2026.
Kimberly Rachel Sias
Commissioner
Kimberly Rachel Sias is a longtime New Braunfels resident who has called the community home since 2014. With 30 years of experience as a Licensed Vocational Nurse, Kimberly has dedicated her career to caring for others and advocating for the health, safety, and well-being of those she serves. Now retired from nursing, she is particularly passionate about safe, affordable, and accessible housing and brings her experience in healthcare, regulatory standards, and patient advocacy to the NBHA Board. Kimberly believes that everyone deserves a safe and stable place to call home. Appointed July 13, 2026.
James L. Holster
Commissioner
James L. Holster is a longtime public servant with extensive experience in government management, human services, quality assurance, privacy, and operations. He previously served on the New Braunfels City Planning and Zoning Commission under Mayor Fraser, and has represented the State of Texas Health and Human Services as a program expert in legal settlements involving the U.S. Department of Agriculture's Food and Nutrition Service. Throughout his career, James has held leadership roles including Chief Privacy Officer, State Director of Quality Assurance, and Operations Officer. A New Braunfels resident in Council District 3, he is committed to ensuring that unrepresented communities have a meaningful voice in the decisions that affect their lives and neighborhoods. Appointed July 13, 2026.
